Do you find that there are things going on in your department or company that are causing real problems but you aren't able to pinpoint or find out where they are coming from? You may have internal saboteurs who are disgruntled over something and are deliberately putting obstacles in the way of success.
It could be things like deliberate loss of important information, maybe certain things planted in software or diagnostics or simply holding back the answer that could solve the problem.
Some of these things could be hard to indentify, but you know them because things aren't flowing in the way they should. Other than discovering specific, easily identifiable obstacles, that is the way you have to measure it.
How do you deal with it once you understand that it's happening?
You've got to get them out into the open so their gripes can be understood. The best way to do this is giving everyone permission to gripe, complain and vent their frustrations. This will bring the resistors out into the open so that it can be dealt with.
If they aren't brought out into the open, the problems will continue to happen as it is almost impossible to take care of it if it remains hidden.
