There is no such thing in experience and estimation as being so busy managing a project that there is no time to manage and empower employees. It’s an oxymoron. If they don’t blend together there isn’t a project.
No matter what types of strategies and techniques you use, the bottom line is that it is still about people. You get the job and specs from people, you put together a team of people and you have experts that offer tools and support to the team who are people.
To view a project as some type of extant thing disconnected from people is the reason why the managers who say they are too busy with a project to manage people, are really too busy with a project to manage people.
